Official: Dogs' caretaker 'allowed them to waste away'
The St. Pete Times Breaking News Blog reports here on the arrest of a woman who purportedly left two dogs to die. She was charged with two counts of felony animal cruelty and two counts of misdemeanor animal cruelty for improper confinement and failure to provide food and water. An official from animal services had this to say:
