Florida wins a battle in the war over water
I've posted previously here, here, and here on the ongoing water dispute between Florida, Alabama, and Georgia, and the impact that reduced water flow is having on endangered mussels in the Florida panhandle. Today, the federal circuit court in the District of Columbia handed Florida an important victory in the dispute. In an opinion available here (pdf), the court agreed with Florida and Alabama in invalidating a deal reached between the states and the U.S. Army Corps of Engineers. The court held that the agreement was a major operational change and therefore, Congressional approval was needed.
